Further to my post above, I just wanted to point out a bit of a silly error that may catch people out :-) The PassivePortRange in the PureFTPd conf file is set to 30000 50000 by default, however the CSF readme talks about ports 30000 - 35000. I've been having this problem too, and looking at the pure-ftpd.conf file, it looks like the PassivePortRange was commented out by cPanel.
I've just enabled it, and restarted Pure-FTP, so hopefully will resolve the issue.
