I'm having an issue with ipset CC_RU:

*ERROR* IPSET: [ipset v6.11: Error in line 2174: Syntax error: cannot parse 88.82.64.0/: resolving to IPv4 address failed]

I'm struggling to find any info on how to resolve it, other than removing RU from the CC_DENY list. I understand what the issue is, just don't know how to either remove/fix that entry in CC_RU.

Any help would be appreciated.

I assume, the IP is blocked in CSF, so, please copy here line 2174 from csf.deny to have a look at what you have in that line.
