Country block not work

Hello,

CSF is latest version, Geo database unzipped and stay in correct folder but it seems that CSF do not try use it. PurePerl require few perl modules (like Import, Export etc.) all of them installed by CPAN but CSF still not use database. Some testing option might be useful for such case.

It is hard enough case for isolating issue - customer has two perl installed (5.8.8 and 5.10), so we were need rename old perl folder and symlink it with new one. Then he has failed cpan so we were need reinstall cpan from scratch. Additionally, his VPS main ip is blocked by MaxMind so automatic download is impossible and we were need manually download required csv zipped archive. But even after unzipping it, CSF still could not work with country filters.
