MySQL port unclosable?

Hi There,

Running CSF 6.15.

It would seem that no matter what port mysql is on, if it is not bound to the localhost (127.0.0.1), then the port it uses cannot be closed!

I have tested this with several ports/configurations of both CSF and MySQL, restarting both.

A port scan reveals the ports.

Is this normal behavior, or a bug in my system setup?

Hyper-V VPS:
CentOS 5.9 (Final) (Linux 2.6.18-308.13.1.el5)
Apache/2.2.24 (Unix) (Cpanel::Easy::Apache v3.18.16 rev9999)
WHM 11.38.0 (18)
PHP 5.3.25, MySQL 5.1.69-cll, Perl 5.8.8

duh... pretty sure everything is open on localhost lmao
